Summary
Between
June
1940
and the
adjournment
of the
Seventy-sixth
Congress
,
munitions
and
defense
construction
appropriations
for the
War
and
Navy
Departments
totaled
16.5
billion
dollars
. This
huge
load
of
work
was
thrust
,
within
a
few
short
months
,
upon
a
small
number
of
companies
.
Procurement
officers
soon
realized
that the
firms
receiving
these
orders
did
not
themselves
have the
facilities
for their
completion
within
anything
like
the
time
schedule
demanded
by the
national
emergency
. That
marked
the
beginning
of
stress
on
faming
out.
..
Under
the
defense
program
,
farming
out
has
already
taken
a
variety
of
forms
.
Sometimes
a
firm
is
in a
position
to
do
almost
all
the
work
on
some
product
in its
own
shop
and
yet
could
not
undertake
the
entire
job
because
of
lack
of
some
essential
machine
. In
view
of the
present
bottleneck
in
machine
tools
, the
firm
could
not
hope
to
buy
this
necessary
machine
. And
quite
likely
,
even
if the
tool
could
be
purchased
, this would be an
unjustifiable
expense
,
because
of the
limited
use
which
the
firm
would have for
it
. In
many
instances
,
limitations
of this
sort
have been
overcome
by a
simple
and
readily
arranged
form
of
cooperation
.
Some
nearby
concern
,
which
has the
necessary
machine
, but
is
not
using
it
all
the
time
on its
own
manufacturing
, will
consent
to
perform
the
necessary
operation
, and
do
it
in
such
time
and in
accordance
with
such
standards
as the
program
of the
prime
contractor
may
require
.
Help
of this
kind
, by
one
concern
to
another
, has by
no
means
been
unknown
in the
past
. But
because
of the
present
emergency
,
many
manufacturers
who
in the
past
would not have
considered
letting
others
use
their
equipment
in this
way
are
now
cooperating
in
such
arrangements
. In
other
cases
,
instead
of
farming
out
only
one
or a
very
few
operations
,
someone
who
knows
how to
make
a
product
, but has
no
plant
to
speak
of, will
take
a
prime
contract
and then
subcontract
almost
the
whole
of the
actual
work.--p
