Summary	Plans for civilian protection have reached the point of development where it is desirable that they be tested from time to time in conjunction with maneuvers and exercises of the United States Army... For the first time civilians will participate in a large scale in military maneuvers in connection with the war games in Louisiana where the Aircraft Warning Service and certin phases of civilian protection have been placed in actual operation. From October 9 to October 16 [1941], extensive exercises will be conducted to test the laertness and effectivness of our defense against hostile air operations along the North Atlantic Coast. From October 20 to 25, simlar exercises will be conducted to test the effectiveness of our air defense on the South Atlantic Coast. Further information regarding palns for these exercises is contained in the attached War Department press releases dated September 3 and September 18. From October 28 to November 7, the Air Force COmbat Command will hold exercises to test the effectiveness of our air defense along the North Pacific Coast, followed by exercises along the South Pacific Coast sometime in December.
