Summary	This pamphlet brings together statements from Federal agencies directly concerned in one way or another with young people and with community action to meet their wartime needs. These agencies -- each with specific administrative responsibility for certain kinds of services or for certain groups of young people -- together represent the broad constructive scope of Federal concern for the Nation's children. In this joint message, their purpose is: to give perspective and background for State and local action by summarizing Nation-wide community experience; to serve as a guide to the kinds of assistance and cooperation each of these Federal agencies can offer States and communities; to highlight the wartime urgency of this community obligation to the Nation's young people.--p. 11.
